Developer announces two key hires for flagship Cardiff housing scheme



Property developer Lovell has made two senior appointments to assist with its major riverside development in Cardiff.


Louise Harris has been appointed technical manager, while Mark O’Neill has joined as senior site manager.

Both will play key roles in the construction of the 800-home urban village at The Mill, Canton, west Cardiff.

Mark, who has joined Lovell from housebuilder Barratt Homes, has held senior construction and site management roles with developers such as Carillion, McLaren and Mace.

Mark, who lives in Llandaff, Cardiff, close to The Mill, said: “Being local to the area … I know the site well and am very excited to be helping bring about its transformation.

“With such a strong team on board, I can’t think of anywhere else I’d rather be working.”

Mark will be responsible for the construction team and consultants working on the development.

Before joining Lovell, Louise worked for developer Morganstone and has 16 years of experience in the construction industry, including senior positions at Kier Living and Castleoak.

Louise added: “I’m thrilled to have joined Lovell at a time of huge opportunity for the business in south Wales and the South West and particularly excited to be a member of the team working on The Mill, Canton.”

The construction is being developed in a partnership which involves residential developer and estate manager Tirion Group, Principality Building Society, Lovell and Cadwyn Housing Association.

The development will deliver 358 homes for open market sale by Lovell and 442 homes for rent for the Tirion Group.

Tirion acquired the long-derelict, former industrial paper mill site with a commercial loan from the Welsh government and financial backing from Principality Building Society.
